  4.     Though Mikhail Gorbachev apparently approved the Central
  5. Committee's blast against the Baltics, fans of perestroika
  6. could not be faulted for initially wondering whether the Soviet
  7. leader's conservative foes had issued the statement behind his
  8. back. After all, Gorbachev was vacationing on the Black Sea last
  9. week, and strange things often happen when he is out of town.
  10. As Soviet historian Roy Medvedev has observed, when Gorbachev
  11. "goes on vacation or goes abroad, the whole of state policy
  12. changes direction by 60 and sometimes 180 degrees."

  14.     On the eve of Gorbachev's visit to Yugoslavia last year, a
  15. vehement attack on his reform program was published in the
  16. Moscow daily Sovetskaya Rossiya. Leningrad teacher Nina Andreeva
  17. received credit for the article, but many assumed that it was
  18. at least inspired by conservative Politburo member Yegor
  19. Ligachev. The brutal suppression of nationalist demonstrations
  20. in Georgia last April, in which 20 people were killed, occurred
  21. just as Gorbachev was returning from a trip to Britain. More
  22. than one can play the game, of course. When Ligachev was on his
  23. summer vacation last year, Gorbachev secretly organized a series
  24. of meetings that led to the streamlining of the party apparatus
  25. -- and the demotion of Ligachev.
